They are: -A $10.4 million, 7.2-mile project on Highway 77 in Gage County.

The proposed improvement is a four-lane divided highway. The project begins in Beatrice and runs north to one mile north of Pickrell. Some relocation will be necessary. Three homes and one mobile home are affected. -A $655,000, 7.5-mile project on Highway 65 in Pawnee County.

It begins just south of the Kansas-Nebraska state line and runs north to a point just south of Pawnee City. No relocation will be needed. The commission received a report on how relocation operations are handled. The North Freeway project in Omaha required relocating more than 630 families and some 84 businesses, the commission was told, at a cost of $7.5 million over 5.5 years. CENTER VISA 391-2500 Grand Jury Meeting Traffic Division Orders Former Banker Gillette Hazard Marker for Curb Seen at Court By David Thompson World-Herald Staff Writer Former Beatrice, banker Jim Gillette spent more than three hours Friday on the eighth floor of Omaha's Federal Courts Building, where a federal grand jury is meeting. Gillette, 40, also spent more than three hours there Thursday. On both days, he could be seen entering and leaving the U.S. Attorney's Office, across the hall from the grand jury room. Grand jury witnesses normally go to the U.S.

Attorney's Office before going into the grand jury room. Could Not Be Seen But he could not be seen entering the grand jury room. Partitions built last month at both ends of the corridor outside the grand jury room shield the view of jury room door. The partitions are intended to block observers from seeing witnesses entering and leaving the grand jury room, said First Assistant U.S. Attorney Thomas Thalken.

FBI agent John Campbell of Lincoln also was present Thursday and Friday. Campbell is the chief federal investigator of problems arising from the operations of the Beatrice bank Gillette headed and of the failure of Commonwealth Savings Co. of Lincoln. Campbell emerged from the corridor outside the grand jury room Friday, pushing a cart containing records and electronic equipment. Gillette headed, the First Security Bank Trust in Beatrice for 12 years until the bank and an industrial-savings Building company, First Security Savings, were sold to the First National Bank of Omaha in a distress sale in April 1983.

Copple Loans Blamed Gillette has blamed the bank's financial condition on loans made to Newt Copple, a Lincoln developer and uncle of Gillette's wife. Copple had misrepresented his financial worth and certain loan transactions, Gillette has said. Loans, to Copple were consolidated and later represented to be new loans. Later, state prosecutors alleged that listing them as new loans was an attempt to mislead bank examiners about the true financial condition of the Beatrice bank. Gillette and Copple both face prison sentences of 16 months to two years on a state criminal banking conviction earlier this year in Gage County District Court.

Gillette has appealed the sentence as being too severe, and Copple also has appealed. The appeals are pending. Newt Copple is the son of S.E. Copple, president of Commonwealth Savings which failed last Nov. 1.

The grand jury that finished its session at about noon Friday is the second one thought to be hearing witnesses and evaluating evidence connected with the Commonwealth failure. Another grand jury met last week and heard testimony from another member of the Copple family, Marvin, and his secretary, Judith A. Driscoll. That grand jury is known to be investigating possible wrongdoing by public officials in the aftermath of the Commonwealth failure. Kerrey, Others to Answer Commonwealth Questions By C.

David Kotok WORLD-HERALD BUREAU Lincoln Gev. Kerrey and his two predecessors in the Governor's Office will go before the Legislature's special Commonwealth Committee Tuesday to answer questions about how much they knew about the financial troubles at Commonwealth Savings Co. before it was declared insolvent Nov. 1, 1983. The committee will hold two days of hearings with Kerrey and former Govs.

Charles Thone and J.J. Exon and current and former state banking officials, including former State Banking Director Paul Amen. Omaha Sen. Vard Johnson, chairman of the committee, said the hearings are geared to finding out about the regulatory activities of the State Banking and Finance Department over the past 10 years. 'Day-to-Day Involvement' The committee will investigate the reasons the department approved the establishment of the Nebraska Depository Institution Guaranty Corp.

and the department's approval of raising the guaranty limits for accounts from 000 to $30,000 in April 1980, Johnson said. "In terms of the governors, we want to know their day-to-day involvement," Johnson said. mittee to develop a historical perspective of the cause of Commonwealth's failure and "what appears to be the failure of the regulators," he said. The 10 witnesses who will be called Tuesday and Wednesday have been told the general subjects they will be asked about, he said. As was the case during the commitee's investigation of Attorney General Paul Douglas, the public will not be allowed in the Capitol Building hearing room.

Closed-circuit television monitors will be set up in the East Chamber to allow people to observe the hearing. Schedule The schedule of witnesses Tuesday: 9 a.m., William Riley, former state banking director during Exon administration; 10 a.m., Kerrey; 1 p.m., Thone; 3 p.m., Exon; time permitting, Charles Mitchell, deputy banking director. The Wednesday schedule: 9 a.m., Doug Alford, president of Commerce Savings Co. a member of the NDIGC board; 10 a.m., Jim Davis, team leader of the bank examiners who examined Commonwealth; 1 p.m., former State Sen. John Murphy, who was chairman of the Legislature's Banking Committee; 2 p.m., Robert Short, former president of American Savings Co.

Doug Bereuter of Utica said Friday he has called for an investigation to determine sources of loan processing delays within the Farmers Home Administration. Bereuter said he has asked the General Accouting Office to conduct the probe and recommend solutions to eliminate delays and upgrade internal operations at FmHA offices.

Bereuter also suggested ways to improve FmHA operations. "In a recent meeting that I had with Secretary of Agriculture John Block, I Automatic Underground Sprinkler Residential Systems Commercial Buckner Service Installation CALL REDMOND BROS. Lawn Service 21-YEARS 333-9022 EXPERIENCE proposed that a larger share of the burden of paperwork involved in loan applications be shifted from the FmHA to the lending bank," he said. "This is currently the practice with the Small Business Administration loan guarantees," Bereuter said, "and both the SBA and the banks seem happier with the arrangement. "By the loan application paperwork, bank loan officers who generally have a better knowledge of a farmer's operations have a greater role in the process," he said.

Bereuter said the most serious problem facing Congress is the cost and availability of farm credit. "The situation is as bad as it has been in 50 years," he said. "Farmers must have access to operating capital at an affordable price."
